The implication is that women are enchanted by the beauty of Muruga wearing the 'Kadambu' garland which is the favourite of Lord Muruga. This is 'transferred epithet' line 3: The ocean, 'Krouncha' hill and shoorapadman were destroyed by the 'vEl' (spear) of the one with the powerful peacock (Muruga) line 4: My fate (what brahma wrote on my head) was destroyed by His feet.
